The Revenue Neutral Rate hearing of the Grant County Recreation Commission board took place on Thursday, September 8, 2022 at the rec office. All members (Sam Hayden, Josh Eddie, Daron Cowan, Jen Hittle and Amy Orosco) were in attendance. Also attending were Director Krista Anderson, Kristi Breese, visitor Rick Ashby and Tammie Hensley. The hearing was called to order by President Hayden at 5:00 p.m. Mr. Ashby addressed the board regarding the condition of the softball fields. He requested that those fields be kept in the same condition as the baseball fields. Hayden assured him that the softball fields would be in good condition for the next season. Resolution 09082022 was approved stating that the recreation commission would be exceeding the RNR and the resolution was signed by all members. The RNR hearing was closed at 5:07 p.m.

Next was the budget hearing which was called to order at 5:07 p.m. There were no visitor comments and the budget was approved unanimously and signed by the board. The budget hearing closed at 5:10 p.m.

The regular monthly meeting was then called to order. Cowan gave the treasurer’s report saying that he is depositing checks directly into checking instead of savings because they usually transfer it right away so this just eliminates a couple of steps. He reported that the $65,000 CD is due for renewal in November so they need to talk about what to do with it. The combined total of the commission’s CDs is $273,000. The payroll and accounts payable totaled $205,870.54 for August 2022. The board accepted the consent agenda items, including the treasurer’s report and the previous meeting’s minutes.

Hittle said she had received a thank you from Roger Flummerfelt who was very pleased with the new sign on the Terry Stuart building. Anderson said that they are still waiting for a part for the electrical system so the sign will light up. Hittle also said that she had heard from quite a few of the middle school students that they loved the back to school dance sponsored by the Rec, so she thanked Kristi Breese for putting the dance together.

The board also discussed the fall sports that are getting underway. Cowan said the triathlon was a success.

There were no live staff reports for this meeting. From the written reports, Cheri Hoppenstedt reported that the winter hours started on August 11th and are Monday through Friday from 5:00 a.m. to 1:00 p.m. and 4:00 p.m. to 6:00 p.m.; Saturday from 1:00 to 5:00 p.m.; closed on Sunday.

There was no new business. Cowan said he had been asked why the Pee Wee football teams didn’t play on the high school field. He had told them to come to a meeting and they’d discuss it.

In old business, the board began a discussion on seasonal/part time wages, then decided to go into executive session not to exceed 20 minutes. Following the session, the board approved a motion changing the starting wage for lifeguards to $9.50 an hour and the starting wage for all other seasonal workers to $7.50 an hour.

The board then approved the wording on the changes to the flex time and volunteer time policies which had been discussed at the previous meeting.

At 5:52 p.m., the board went into executive session for personnel matters. No action was taken.

The meeting was adjourned. The next meeting of the Grant County Recreation board will be Monday, October 3, 2022 at 5:30 p.m.
