Grant County Sheriff's Department has made an arrest in connection with a case, which allegedly in part, occurred over three years ago.
Ulysses resident John Paul Carrillo, 59, is currently sitting in Grant County Jail on multiple charges including three counts of Aggravated Criminal Sodomy, one count of Aggravated Kidnapping, and one count of aggravated battery.
Grant County Sheriff James Biddle said they began their investigation after they were made aware of it in December 2024.
"We got some information passed to us from a Haskell County Detective regarding this," Biddle said. "(Carrillo) had allegedly raped a woman and held her against her will. It's been a lengthy investigation, but we ended up getting a warrant."
The investigation into the alleged crimes has taken time.
"You have to find witnesses and you have to talk to them," Biddle said. "You have to make sure everything is in place - but it is a pretty solid case. My Detective I hired in December has done an excellent job on this case."
Biddle said those crimes from around three years ago, which Carrillo has a $1,000,000 cash or surety bail for, allegedly happened at Carrillo's residence in Ulysses.
"During the recent service of the warrant of those crimes," Biddle said. "A search warrant was done at (Carrillo's) residence and nearly a half pound of narcotics was located."
According to Biddle narcotics discovered included methamphetamines and cocaine.
The victim in the case, a former Grant County resident, who Biddle thought was in her late 20s or early 30s when the alleged crimes occurred was known to Carrillo prior to the incident.
The investigation of the alleged crimes from over three years ago was done by Grant County Sheriff's Department.
"After the arrest and search warrants were issued the Southwest Kansas Critical Response Team went over to (Carrillo's) residence and when he came outside, they did a search of the house," Biddle said.
Those who came to help with the execution of the warrants from the Southwest Kansas Critical Response Team were Seward County, Haskell County, Stanton County, Grant County and Ulysses Police Department, according to Biddle.
"The two officers from the Ulysses Police Department just recently joined that team," Biddle said.
Carrillo is being held on a $1,000,000 cash or surety bond for the Aggravated Criminal Sodomy, Kidnapping and Battery charges, and $50,000 for the drug charges.
Biddle said his office continues to work to get drugs off the street, stating they had a subject arrested a few months ago who had a pound of methamphetamine at their residence.
"I think there are a lot more drugs here than people realize," he said. "We need to get (the big distributors) off the streets."
The investigation continues in to the alleged incident three years ago, and Biddle is hopeful if there are any other victims, they will come forward now, by contacting Grant County Sheriff's Department, 620-356-3500.
