Cimarron Valley Rail Expansion Project Secures State Funding

Kansas rail infrastructure will see a significant boost in 2026, with a Hugoton-area project included among those receiving state support through the Kansas Department of Transportation’s Rail Service Improvement Program (RSIP).

Governor Laura Kelly announced this week that 10 rail improvement projects across Kansas will receive a combined $11.2 million in RSIP funding, aimed at strengthening the state’s rail network, improving efficiency, and supporting long-term economic growth. The projects span 10 counties statewide.

Among those selected is the Cimarron Valley Railroad Hugoton Capacity Expansion Project in Stevens County, which was awarded $2,556,238. The project is expected to improve rail capacity in the region, supporting agricultural, energy, and freight transportation needs that are critical to southwest Kansas.

According to information originally reported by KSCB News, the $11.2 million allocation includes KDOT’s $10 million annual RSIP funding, along with $1.2 million in carryover funds and loan repayments from previous projects.

Interest in the program was strong this year. KDOT received 20 applications totaling more than $33.5 million in project costs, with funding requests exceeding $23.4 million. Ultimately, 10 projects were selected based on need, economic impact, and infrastructure priorities.

When combined with required local matching funds, the approved projects represent a total rail investment of more than $16.5 million statewide, including over $5.3 million contributed locally.

State officials noted that RSIP-funded projects help ensure Kansas remains competitive by improving freight movement, reducing transportation bottlenecks, and supporting industries that rely on rail access. For Stevens County, the Hugoton expansion represents a strategic investment in infrastructure that underpins the region’s economy.
