City Approves Rezoning Ordinances

Ulysses City Council approved a pair of rezoning ordinanceS July 23, beginning with Ordinance 1352, which is a rezone of 2200 West Oklahoma.

“1352 had been brought to you before and we realized we didn’t have a full description of the property - that’s where O.D. Young’s Mechanic Shop was,” said Ulysses Planning Commission Chair Roger Flummerfelt. “It was zoned agriculture for all those years, and he did mechanic work out there and the people who  bought it assumed it was zoned commercial because that’s why they bought it.

“We changed it because of that, and we found out we didn’t have a full description," he continued. "We had to go through the process again to finalize it, just to make it perfectly legal.”

The council quickly approved the rezoning.

The council also approved Ordinance 1353, changing 302 and 302-1/2 South Sullivan Street from single-family to multi-family housing.

“We agreed to do that,” Flummerfelt said. “There’s a house there with a basement and garage to the east of it and they wanted to remodel the house.

“Right now I think they’ve already been leasing the basement, and he told us in the meeting he wanted to get it all legal and everything and make sure he’s doing the right thing.”

The rezoning also includes the lot to the south, but the property owner doesn’t have plans for that yet, Flummerfelt added.

“We had nobody from the public come and object to anything, there is some issues we talked about as far as off-road parking,” Flummerfelt said. “Right now, there’s parking up on the grass area and they’re going to be paving that.”

The owner is willing to do whatever is needed to meet the codes and the planning had no reason to object.

The ordinance was unanimously approved.

In other business the council:

νApproved a five-year Pitney Bowes lease agreement for a postage machine. City Clerk Sarah Britton said the quarterly price has gone up from $383.43 to $439.95.

νApproved a $7,000 increase for gWorks software.

“With how long it’s taken to get our ducks in a row for what we’re hoping to do for a change of software, we’re not going to get it done before 2026, so we are going to stay with gWorks for the coming year,” said City Administrator Luke Grimes.

The total cost this year is $29,511.

νApproved a bid from Downing Sales and Service for $24,620 for 36 trash containers.
