Grant County Commissioners met February 3, to conduct regular county business and receive reports from department heads across the county.
Fire Chief John Crosby reported the department responded to three grass fires, two vehicle fires, and even rescued a cat during the reporting period — a cat that has since been adopted by a firefighter.
At the Grant County Senior Center, Nancy Borthwick reported the center’s bus had been serviced and David Manzano had completed building maintenance. She also noted the center had hosted a celebration for Robert Annis’ 90th birthday.
Register of Deeds Julie Widder reported processing 85 documents totaling 542 pages, completing passport training, and getting the office’s credit card reader operational. She also thanked David Manzano for completing office improvements.
In appraisal updates, county officials noted oil prices at $45 per barrel, with a 5 percent reduction in rates. It was shared that real estate and feedyard appraisals are expected to increase.
County Clerk Anita Lane reported Johnson Controls will soon test the county’s fire alarm systems and provided an update on ongoing work in the clerk’s office. Civic Center Director Mari Honstead highlighted upcoming events including a Ministerial Alliance soup supper, the Gun & Coin Show, a blood drive on March 5, a quilt retreat, Spring Fling, and multiple private events. She also reported work underway to install LED lighting and foundation repairs at the Civic Center.
Sheriff’s Office representative James Biddle reported staff training in Scott City, the search for a new dispatcher, and mold concerns at the sheriff’s building that will need evaluation. EMS Director Jeff Baier reported 82 calls in January, including 16 transfers, one involving six patients. All but one transfer went to Garden City.
Building Maintenance Supervisor David Manzano reported extensive snow removal efforts, investigations into sinking foundations, cabinet installation at the Register of Deeds office, and mower repairs. Road and Bridge Supervisor Sam Minks reported crack sealing projects were completed prior to snowstorms and noted staff worked Saturdays for cleanup. Equipment maintenance remains ongoing.
Health Department Director Denise James reported attending a public health event in Wichita and reminded commissioners that February is Healthy Heart Month, with lab services available through the department. County Treasurer Terri Trotman reported that 75% of county taxes have been collected, funds distributed to county entities, upcoming commercial tag renewals, and her planned trip to Topeka to meet with state legislators.
Commissioner John Martin shared insights from a meeting in Topeka regarding available infrastructure funding and grants. Darrin Figgins noted the airport fencing project is nearing completion.
After an executive session regarding non-elected personnel with no action taken, commissioners addressed several action items. A bid from Carlos Tires was approved to replace Landfill backhoe tires, following discussion on supporting local taxpayers. A request regarding asphalt on Rose Lane and chipping rates was also discussed.
Kayla Janko of Cimarron Basin Community Corrections presented information related to a Fiscal Year 2027 grant, which was approved. Airport Manager Sheila Brown reported efforts to reseed grass at the airport. A bid was approved for Tom Honstead to seed 40 acres, at a cost of $945 for drilling and $7,944.75 for seed.
Insurance agent Bobby Moore addressed questions from the commissioners and will explore alternative insurance options.
EMS Director Baier returned to discuss the county’s ambulance fleet, noting one unit is a 2002 model with 267,000 miles. After discussion, commissioners approved the purchase of a 2025 ambulance unit for $337,566.97, to be funded through the Emergency Management Fund.
Before adjournment, Bruce Howard thanked commissioners for approving the installation of a culvert north of the airport. With no further business, the meeting was adjourned.
