Ulysses Mayor McCauley Resigns Following Successful Recall Petition

News broke December 30, 2025, regarding the impending resignation of Ulysses Mayor Tim McCauley.

Following additional inquiry, City Administrator Luke Grimes confirmed to The Ulysses News that the resignation had officially occurred, and was effective immediately. In accordance with city code, the vacancy will be filled effective immediately for the remainder of the term by Council President Ken Warner. Warner will serve for the two years left on McCauley's term.

The resignation follows a recall petition circulated by its respective organizers - a committee of Grant County registered voters. The recall effort stemmed from an Equal Employment Opportunity Commission (EEOC) Charge of Discrimination presented to the City in April 2025. Petition organizers collected 277 signatures, exceeding the 258 signatures required for the petition to be considered successful. After verification against available records, 263 signatures were deemed eligible.

The Charge of Discrimination details a number of allegations alleged to have occurred during the late spring to early summer of 2024. According to the charge, the allegations involve actions allegedly taken by Mayor Tim McCauley and his brother, Randy McCauley, who at the time was serving as Golf Course Superintendent. The allegations include claims of misconduct by both individuals, Discrimination in the form of harassment of a minor at the golf course, and the supplying of alcohol to minors employed by the City.
